A number of state-owned entities want to realize the benefits of offering a proton radiotherapy facility for cancer patients. However, they may have concerns about long timeframes, inadequate budgets and unacceptable risks.
IBA Lifebeam® * offers a complete turnkey solution based on a Public Private Partnership (PPP) model. Through its Lifebeam® structure, IBA would design, finance, build and operate the proton radiotherapy centre that best fits the needs of the public partner and make it available to them for payment of a periodic rental fee.
With Lifebeam®, IBA, a construction company and equity partners would incorporate a company (for purposes of demonstration, let’s call the SPV “Protons 4U”) for a specific project. In turn, Protons 4U would design a proton radiotherapy centre according to the requirements, needs and constraints of the public partner.
Protons 4U and the public entity would enter into a partnership agreement, where Protons 4U finances, builds and operates the proton radiotherapy centre. Protons 4U would make the necessary arrangements with banks to finance construction of the centre.
Once built, the proton radiotherapy centre is made available to the public partner for patient treatment. In turn, the public partner pays a rental fee to Protons 4U — and only if the proton radiotherapy centre meets a predefined, guaranteed level of performance. The public partner is in charge of the medical operations; Protons 4U is in charge of all the rest.
